I own a ircxpro network with 3 ircxpro servers http://toonas.net the services are great and this software is built with security in mind. It comes with it's own built in ips spoof protection and clone limiter. Great program, i highly recommend it

IRCXpro is shareware,the 10 connection one is a trial,for full product you will have to buy it. For ip if you mean connecting to server,there are alot of dns services you can find,such as dyndns.org

it's not bad but it should at least let some more connections to server than just 10 people and not to use your ip...
