The Ataman TCP Remote Logon Services (ATRLS) provide rlogind, telnetd, rshd and rexecd services for Windows NT/2000. Each remote user executes in their own security context. The ATRLS runs as Windows NT/2000 service - no one needs to be logged onto the console. Rlogind and telnetd services support full-screen console-mode applications.

I found this telnet server to perform exceptionally well, except a not of warning though - the requirements do not reflect the recommendations - I wouldnt recommend running this on anything less than a dual pentium 4 2.2ghz machine.
